'Universal Tcpip.sys Patch' will sign tcpip.sys with a Test Certificate, so it is a patch without press F8 key. If you want to modify Tcpip.sys in memory, you can choose another tool 'TCP-Z'. Unfortunally patch not works with Windows 7 Build 7077, it says limited value is unknown. I have also done a clean install of both drivers to make sure it was not a bad. App makes modification to system file. Which in general case is bad idea. In this case however modification is simple enough and process was quite polished over years so it is as safe as such thing gets.
Interface shows current state of file and allows to make change to any number of connections wanted. 50-100 are generally suggested values.
When to use
poor performance in network-intensive tasks;
multiply 4226 warnings in system log;
confidence in being able to restore system file if something does go wrong. :)
Overall
I have mixed experience with fixing this value. Sometimes it does nothing obvious but in some cases there is drastic network performance improvement. Definitely good addition to those best torrent settings and tweaking TCP settings. Case by case for rest.
